Consensus of ethics can change ethical threats to ethical growth opportunities during the third millennium in this educational system. By observing the unlimited exchange of information in distance education system in third millennium has directed the attention of teaching and training experts to ethic and ethical issues. Thus, the aim of this article is to investigate the role and place of universal ethic in distance education. In this study, the researcher has used descriptive-analytical method to gather library information including identification, study, classification, analysis and summarizing the information regarding the process of creating universal meaningful ethic in distance education. Results of this study showed that since distance education systems are active at world level, they have addressees as wide as all cultures and religions throughout the world; therefore, observing universal ethic which is a minimum universal ethic in distance education system, one will experience a safer virtual world which is based upon the golden rule of humanity for all mankind in distance education.
